While definitely I am not defending the company in question here (since I have no knowledge of them), it is important that people educate themselves on what is and is not considered acceptable practice in this industry. Many legitimate agencies actually do charge to place you in their book or on their website. In the State of Texas, where agencies are carefully regulated, the State even recently specifically allowed this into their Rules and Regulations. (Note: My company does not charge... but many others do).
The notion that you should pay NOTHING to join an agency is a good one, but just isn't exactly true in such a broad statement. Photos and comp cards or headshots do cost money. While my company actually pays these costs for our people, it is VERY RARE. Good headshots for actors can cost upwards of two to three hundred dollars - plus printing costs. Comp cards run about a dollar each to print. Photographer fees vary greatly.
What you do want to avoid are companies that tell you that you must use their photographers or services, or take their classes, as a requirement for representation.
